Federal Programs
Title I
ESSA Title I- Part A, the largest Federal aid program Title I, Part A is the U.S. Department of Education’s largest K-12 grant program. Title I provides supplemental resources to help low-income schools expand opportunities for educationally disadvantaged students. Title I funds help ensure underprivileged students receive a high-quality education. Title I is a supplemental service. Students enrolled in Title I schools are identified to receive services based on criteria set by each school’s plan. All students at qualifying schools can participate in all aspects of the school-wide program as appropriate. Title I staff collaborate with the MESD Learning Services Department and schools to plan, develop, and implement research-based instructional practices/programs that enhance and support the achievement of Title I students.
For the 2024-2025 school year, MESD has three schools participating in school-wide Title I programs
Moriarty Elementary School
Route 66 Elementary School
Moriarty Middle School

Parents Right To Know
For schools receiving Title 1 funds, parents may request, and the LEA will provide the parents on request (and promptly), information regarding the professional qualifications of the student's classroom teachers, including at a minimum:
Whether the student's teacher — has met State qualifications and licensing criteria for the grade levels and subject areas in which the teacher provides instruction;
Is teaching under emergency or other provisional status through which State qualification or licensing criteria have been waived and
is teaching in the field of discipline and the certification of the teacher.
Whether the child is provided services by paraprofessionals and, if so, their qualifications.
Section 22-10A-16 NMSA 1978 expands this requirement to all public schools and adds a requirement to include in the notice information regarding the qualifications of school principals and teachers, such as the teacher’s degree major and any other license or graduate degree held by the teacher.

Family Engagement Policy
The Every Student Succeeds Act, Title I Part A requires that all LEA's have a parent/family engagement policy. MESD's policy can be found here.

Title II
The purpose of the Title II, Part A program is to increase academic achievement by improving teacher and principal quality. This program is carried out by:
increasing the number of high qualified teachers in classrooms
increasing the number of highly qualified principals and assistant principals in schools
increasing the effectiveness of teachers and principals by holding school districts and schools
accountability for improvements in student academic achievement
MESD utilizes Title II funds to provide staff with high-quality professional learning that is aligned with the MESD Strategic Plan and school-site NM Dash Plans.
Title IV
Title IV, Part A is a U.S. Department of Education grant program authorized under the Elementary and Secondary Education Act (ESEA), which provides supplemental funding to help support student academic achievement and enrichment. Title IV funds are supplementary and may not supplant state and local funds.
Title IV Part A, Subpart 1 authorizes the expense of federal funds to support students and schools in three domains:
Well-rounded education
Safe and healthy students
Effective use of technology
